Warmer Kiwi Homes is a Government programme offering insulation and heater grants to low-income home owners.

What could you get?

We all want a warm, dry, healthy home. Find out if you’re eligible to receive a grant for a heater, insulation or both.

Grants cover:

  • 80% of the total cost of ceiling and underfloor insulation. In some areas the cost to you may be even lower, thanks to generous funding from community organisations.
  • 80% of the cost of an approved heater. This could be a heat pump or an efficient wood/pellet burner for the main living area. Heater grants are capped at $3000 including GST.

Are you eligible?

Checklist for an insulation grant

  • You own and live in a home built before 2008.
  • You (the owner) have a Community Services Card or live in an area identified as low-income (visit the application tool(external link) to check your address)
  • Your home doesn't have ceiling and underfloor insulation. (If you had an insulation grant for a previous house, no worries, you can apply again.)

Checklist for a heater grant

  • You own and live in a home built before 2008.
  • You (the owner) have a community services card or live in an area identified as low income.
  • You have ceiling and underfloor insulation installed to EECA standards. If your home has been insulated through a Government insulation programme, we'll confirm it when you apply for a heater grant. Otherwise an EECA insulation provider will do a quick check — at no cost to you.
  • Your home doesn't already have one of the following fixed heaters that is operational in any living area of the house: heat pump, wood or pellet burner, flued gas heater or central heating system. If your home has one of these heater types, it is not eligible for a heating grant.

Healthy Homes

We spend 70% of our time in our homes. It is important to our health that homes are warm, dry and free of mould.  

Here are some simple ways you can create a healthy home:

  • Open the curtains in your home everyday
  • Stop cold air coming in around windows and doors with draught proofing
  • Open your windows for 20 minutes a day to let fresh air in and damp air out
  • Open kitchen and bathroom windows, especially during and after cooking, showering and bathing
  • Wipe water off windows to help reduce water in your home
  • Dry your washing outside instead of hanging it inside or using a clothes dryer
  • Keep your home warm with safe heating options and insulation
  • Keep space between sleeping children or, if they are sharing a bed, have them top-and-tail.

Child Healthy Housing Programme

If you are living with children who get sick often and your home is damp, cold, and/or difficult to keep warm, you may be eligible for the Child Healthy Housing Programme.

How does it work?

All eligible ratepayers can borrow up to $20,000 from the regional council. This is repaid over ten years by way of a voluntary targeted rate. The rate is not a loan and interest rates vary depending on the product and where you live.

To apply for funding there’s a few steps you need to take:

  1. Figure out what product you are after and if you are eligible
  2. Get at least two quotes from the approved suppliers listed on our website before deciding on a supplier
  3. Complete the online Sustainable Homes application form, or print, sign, and provide to the Regional Council
  4. Get your supplier to start work when your application is approved. Once work has been done, the supplier will invoice the Regional Council
  5. When we have paid the contractor, the voluntary targeted rate is loaded onto your property rates and direct debit payments start

What we are trying to achieve for Hawke’s Bay people:

  • More homes that are warmer and drier to help improve health
  • Increased energy efficiency and reduced dependence on networked supply
  • 85% of renewable energy use for the region increases to 100%
  • Better water quality by getting rid of contaminating leachate from septic tanks that need replacing
  • Continued improvement of air quality to meet World Health Organisation standards
  • Improved ability for people to cope through a civil defence emergency with homes equipped with stored water and solar energy
